[P1] Use a Standard Permit Application Form Specific to PV Systems(18)
The City of Camarillo intends to use a specifc PV permit but this goal is in progress
[P2] Make Permit Application Form Available Online(176)
Online permit application is currently available through the Camarillo City website.
According to our research the City has adopted an online permit option. The process could be simplified and streamlined for PV systems. If you have more current data please contact us.
[P3] Allow Electronic Submittal of Application Form(87)
Electronic submittal is currently being added to the City's website.
We could not determine if the permits could be submitted through the City's webstie or just requested. The process could be improved but it's a good start. We also consider email submission as qualifying for success on this goal. For those interested in the City's permit instructions, they can be found here - http://www.ci.camarillo.ca.us/docs/bp/Online%20Application.pdf
[P5] Post Permit and Inspection Process Information and Fee Schedules Online(80)
Another of Camarillo's long-term goals; currently in progress.
In the coming years some cities may have as many as 50% of all permits being solar related. This goal is can be quickly achieved by updating the City's website with a clear dedicated link to the fee schedule.
[P6] Streamline Permit Processing Time and Allow Expedited Process for Qualifying Projects(75)
Unknown
Does Camarillo already comply with this goal? If so please contact us. If not consider an expedited or over-the-counter permit approval process for qualifying PV projects using a standard application form (see goal P1). For all projects, issue or deny permit within 3 business days of submittal for residential and within 5 business days for commercial.
[P9] Minimize Inspection Turnaround Time(147)
[P10] Offer Convenient Inspection Scheduling(94)
According to our reserch Camarillo offers inspections scheduled within a specific time window. But the length of that window is unknown.
Camarillo City building department should contact Solar Roadmap team to confirm if the inspection time window meets the goal of 2 hours. Follow the "Contact Solar Roadmap" link at the bottom of the page.
[P11] Require only 1 Inspection Visit(82)
Unknown.
Require only a single permit inspection. If additional inspections are required during installation, conduct in a manner that does not require installer to halt work. The most efficient use of time is to conduct the permit inspection in coordination with utility interconnection inspection. Have more up to date information? Please contact us.
[P12] Adopt an Inspection Checklist(21)
Inspection checklist not currently in use.
Utilize a standard inspection checklist for PV systems. The checklist serves as a guide for inspectors and installers containing points of emphasis and common issues.
[P13] Allow a Structural Exemption for Qualifying Systems(41)
Qualifying systems are exempt from structural review.
Follow the "Take Action" link to find out how to remove this burden on your permit staff without ever compromising safety.

[M1] Support Aggregate Procurement Program for Residential Sector(40)
No such programs known to exist locally
Support the creation of a working group of community leaders and funding providers. This group would evaluate options and determine the most viable approach for aggregating residential solar in Camarillo based on best practices to date.
[M3] Explore Implementation of Collaborative Procurement Program for Municipal Facilities and Schools(38)
According to our reserch no such program exist in Camarillo.
A great place for Camarillo City government to walk the talk with respect to clean power is by installing renewable energy systems on its own schools and buildings. School PV systems can often be a point of energy curriculum for the kids; by installing an energy kiosk and display screen in the lobby or hall kids can see the energy the building is using and producing. For more ideas on educational synergies contact the Roadmap team.
