    Guidance for Streamlining Electric Vehicle Permitting and Inspection Processes

    Guidance on Tailoring Outreach to Underserved People

    Many people in low-income communities, as well as those with low literacy and/or limited English proficiency, have traditionally been underserved by conventional outreach methods. Written notices in English language newspapers may not be read by everyone an agency wishes to reach. People may not feel safe or welcome at a meeting held in government offices. People may be unable to attend public events if they do not own a car, if they cannot afford child care, or if they work late shifts or more than one job. Tailored outreach simply means selecting and adjusting public involvement techniques in order to effectively connect with the people affected by a project, whoever and wherever they are. Creating effective outreach requires knowing the constituency and taking steps to ensure that the public involvement process is accessible to everyone in the community.

    Guide to Energy Efficiency Upgrades for Historic Buildings in Boulder, CO

    After the Boulder City Council adopted a Climate Action Plan in 2006, it was recommended by the boards and directed by Council that city staff create resources for building owners who live in historic districts and in designated and landmarked buildings, to be able to access information on how to make their historic buildings more energy efficient without jeopardizing their historic character or the integrity of the buildings’ original architectural significance. This two-part guide to energy efficiency upgrades is part of the effort to provide useful information to all parties.

    Guidelines on Sustainability for Rehabilitating Historic Buildings

    This resource by the U.S. Department of the Interior offers specific guidance on how to make historic buildings more sustainable in a manner that will preserve their historic character and that will meet the U.S. Secretary of the Interior’s Standards for Rehabilitation. Most historic buildings are inherently sustainable and that this should be used to advantage in any proposal to upgrade them. The written guidance is illustrated with examples of appropriate or “recommended” treatments and some that are “not recommended” or could negatively impact the building’s historic character.

    Harmonized Solar Permit and Interconnection Process

    This is a case study from Santa Clara, CA - a city with a municipal electric utility. The City took steps to harmonize the review for PV systems under 10kW between the building department and the utility, to avoid time consuming and duplicate processes. Now permit review and interconnection review occur through a single streamlined process, to the benefit of the City as well as solar installers.

    Hawaii On-Bill Finance Program

    The Hawaii PUC is currently pursuing an on-bill finance program which would allow an electric utility customer to purchase a renewable energy system or energy efficiency devices through an assessment on the customer’s electric bill. Low cost capital to fund the program will be obtained through a bond issuance. An RFP seeking a program administrator was published in September 2013.     Heat Pump Incentives from Clark Public Utilities
